Excavate the affected area to footing level, place all excavated soil on tarps in order to use it again to fill back the excavated area after completion of waterproofing, clean the wall from the dirt with steel brushes, and apply waterproofing tar on a clean wall. A waterproofing membrane should be neatly fixed with nails over the perimeter and it should be a few inches above surface level; 3/4" gravel and weeping tile should be installed for better drainage near the footing area. Then excavated area is filled with soil again. Compact the ground with the walk-behind compactors to avoid excessive ground settling, however, it is reasonable to expect the ground to get settled after one or two heavy rainfalls. General clean-up and finishing steps are usually according to the agreement.
